要进一步夯实在街镇、居委会层面的小区综合管理联席会议机制,并使其实体化、常态运作,切实依托这个平台,逐步完善丰富各条线、行业的监管手段。2014年,上海市建设管理委、上海市住房保障和房屋管理局牵头开展住宅小区综合治理调研工作,历时近9个月的时间,形成了《本市住宅小区综合治理调研总报告》。在充分调研、分析问题成因的基础上,上海市市政府出台了两个文件,从政府、市场、社会和民生四个层面,提出理顺管理体制机制、完善物业服务市场机制、形成社区共治合力、解决民生突出问题四项措施,力解住宅小区综合治理难题。
