党的十六届五中全会强调指出,要坚持抓好发展这个党执政兴国的第一要务,加强和谐社会建设。这是党中央根据新世纪新阶段我国经济社会发展的新要求和我国社会出现的新趋势新特点而提出的奋斗目标。社会主义和谐社会的构建目标是“民主法治、公平正义、诚信友爱、充满活力、安定有序、人与自然和谐相处”。构建和谐社会不同的地区应该有不同的方式和方法,对于上思县来说,发展是构建和谐社会的必由之路。
The Fifth Plenary Session of the 16th CPC Central Committee emphasized that it is necessary to adhere to the principle of developing the party as the top priority for governing and rejuvenating the country and step up the building of a harmonious society. This is the goal set forth by the Central Party Committee based on the new requirements of China’s economic and social development in the new phase of the new century and the new trends and new features that have emerged in our society. The goal of constructing a harmonious socialist society is “democracy and the rule of law, fairness and justice, honesty and fraternity, vitality, stability and order, harmonious coexistence between man and nature.” Different regions should have different ways and methods in building a harmonious society. For Shangsi County, development is the only way to build a harmonious society.
