主任、各位副主任、秘书长、各位委员:我受市人民政府的委托,就市人民政府提请审议的《上海市测绘管理条例修正案(草案)》,作如下说明:根据我国加入世界贸易组织(以下简称WTO)时所作的承诺,测绘服务作为服务贸易的一种,已经属于我国对外开放的市场领域。为此,在测绘服务领域,应当按照公开透明的要求,给予世界贸易组织成员非歧视待遇。同时,按照中央有关文件和有关行政法规的规定,要求各地方取消带有地区封锁、歧视国内其他地区经营者的规定。《上海市测绘管理条例》(以下 Director, Vice Presidents, Secretary General and Members: As entrusted by the Municipal People’s Government, I hereby make the following explanation on the “Amendment to Shanghai Municipality on Surveying and Mapping Administration Regulations” drafted by the Municipal People’s Government: According to China’s accession to the World Trade Organization (Hereinafter referred to as WTO), the surveying and mapping service, as a kind of service trade, belongs to the market of China’s opening up to the outside world.
