人事考试是国家人事人才工作的重要组成部分,是国家采取的一种以“考试”方式进行人才评价与选拔的办法。人事考试涉及人才选拔、行业准入、职称评定、就业、升迁,与广大考生切身利益密切相关,社会关注度极高。国家为了向全社会各类人才提供公开、公平的竞争平台,逐年完善人事考试制度,加大考风考纪管理力度,但现阶段人事考试环境依然复杂,个别考生为了自身利益,不惜铤而走险,采取各种作弊手段违纪舞弊。如何更好地发挥人事考试作用,为国家选拔德才兼备的优秀人才这一课题摆在我们每一名人事考试工作者的面前。
