“一事一议”是目前农村村级公共产品供给的一项制度安排,对于农业税取消后的农村发展有着重要的影响。本文通过对118位村书记的调查,利用模型研究“一事一议”制度对于村级公共投资的影响,结果发现“一事一议”制度对增加村级公共投资项目具有显著的影响。研究还发现,村级公共投资项目数与经济发达程度、外出务工人员比重有相关关系。基于此,本文认为虽然“一事一议”制度存在弊端,但应该不断完善该制度而不是简单地废止。
“One issue one meeting ” is a institutional arrangement for the supply of public goods at the village level in rural areas, which has an important impact on rural development after the abolition of agricultural tax. Through the investigation of 118 village secretaries, this paper studies the impact of the “one case, one negotiation” system on village-level public investment and finds that the system of “one issue, one negotiation” has a significant impact on the increase of village-level public investment projects . The study also found that the number of village-level public investment projects and the degree of economic development, the proportion of migrant workers are related. Based on this, this paper argues that although the system of “one issue, one issue” has its drawbacks, it should be continuously perfected instead of simply abolished.
