邮电落后的原因,主要有两个。一是投资太少,二是管理体制不适应邮电生产的发展。自1982年起,国家对邮电投资已由占预算0.8%提高到1.2%。这样“六五”计划期间对邮电投资额增到23.5亿元。同时国家还采取提高邮电部门外汇和利润留成比例等优惠政策。在这种情况下,改善邮电企业的经营管理,增加自身积累,对加快邮电建设有重要意义。
There are two main reasons behind the postal and telecommunications. First, investment is too small, and second, the management system does not adapt to the development of postal production. Since 1982, the national investment in posts and telecommunications has increased from 0.8% of the budget to 1.2%. During this period of the “6th Five-Year Plan”, the amount of postal and telecommunications investment has increased to 2.35 billion yuan. At the same time, the state has also taken preferential policies such as raising the proportion of foreign exchange and profits retained by post and telecommunications departments.
