各省、自治区、直辖市劳动和社会保障厅(局)、财政厅(局):按照《国务院关于实行企业职工基本养老保险省级统筹和行业统筹移交地方管理有关问题的通知》(国发[1998]28号)规定,铁道行业原统筹单位退休人员基本养老保险工作已于1998年9月全部移交所在省、自治区、直辖市管理,但铁道行业离休人员当时未列入移交范围。按照基本养老保险实行属地化管理的原则,经研究,决定从2001年1月1日起将铁道行业离休人员基本养老保险工作移交所在省、自治区、直辖市管理。现就有关问题通知如下:一、铁道行业离休人员的基本养老保险实行省级管理,省级社会保险经办机构要确保按时足额发放铁道行
Labor and Social Security Bureaus and Finance Bureau (bureaus) of all provinces, autonomous regions and municipalities directly under the Central Government: In accordance with the “Notice of the State Council on Relevant Issues Concerning the Implementation of the Overall Plan of the Central Employees’ Endowment Insurance for Overall Management and the Overall Management over the Local Industries Transfer” (Guo Fa [1998] 28) stipulates that the basic old-age insurance for the retired staff of the original co-ordinating unit in the railway industry was transferred to the provinces, autonomous regions and municipalities directly under the Central Government in September 1998, but the retired personnel of the railway industry were not included in the transfer scope at that time. According to the principle of localized management of basic old-age insurance, after the study, it was decided to transfer the basic endowment insurance for retirees from the railroad industry to the provinces, autonomous regions and municipalities directly under the Central Government from January 1, 2001. The relevant issues are hereby notified as follows: I. The basic old-age insurance for retirees in the railway industry is administered at the provincial level. Provincial-level social insurance agencies should ensure that the railway lines
