Richard.M.Titmuss is the founder of modern social welfare theory and social policy. He is the representative figure in the heyday of “welfare state” and the advocator of national welfare. His national welfare ideology is famous for its “Tematicmaspian model,” which provides a theoretical explanation for the development of the welfare state system. In the context of building a harmonious society, the Tematicmas model and its social welfare theory have a particularly important realistic, theoretical, policy and international significance to the development of Chinese society.
