谈到军队国有资产(以下简称军队资产)管理与改革就不能不联系到我国30年来的改革开放,正是国家改革开放的新政催生了军队资产管理改革,形成了新型军队资产管理体制,成就了我军后勤、尤其是财务战线几代人梦寐以求的事业:加强军队资产管理,推行科学理财,提高资产和经费综合保障效益,优化军队资源配置,保障部队建设与各项任务的全面完成。
When it comes to the management and reform of the state assets in the armed forces (hereinafter referred to as “the military assets”), we can not but connect with the reform and opening up in the past 30 years in our country. It is precisely because the new policy of the state reform and opening up gave birth to the reform of the military asset management and formed a new type of military asset management system. Our army’s logistics, especially the dreamed-up cause of several generations of the financial front: strengthening military assets management, promoting scientific financial management, improving the overall security of assets and funds, optimizing the allocation of military resources, and ensuring the building of troops and the complete fulfillment of all tasks.
