为加速遥感技术在农业上的应用,经我国政府与联合国开发计划署协定,国家科委批准,于1984年3月成立了黑龙江省农业科学院哈尔滨农业遥感分中心,这是同南京、成都一起建立起来的我国三个遥感分中心。两年来,在农牧渔业部及省政府的支持下,现已基本具备了农业遥感综合科学研究的能力。现设有农业资源调查研究室和农作物长势监测产量预测研究室,并设有彩色黑白暗室、电子计算机图象处理室、彩色合成光学处理室、地物光谱室、卫片解译室、绘图室等。这些室拥有联合国资助与国内购置的一批先进仪器设备。
