以人为本的法治理念以中国国情,特别是中国社会主义法治建设实践为基础,以人的全面发展和人民群众的根本利益为出发点和落脚点、以尊重和保障人权为根本目的的科学体系,是社会主义法治的出发点和最终归宿、社会主义法治实践的理论依据、科学发展观在法律领域的体现和运用。本文指出以人为本的法治理念不同于我国古代的民本思想,它被赋予了新时代的新内涵,必将在构建和谐社会、推进社会主义法治建设中发挥举足轻重的作用。
People-oriented concept of the rule of law in China’s national conditions, especially the construction of the socialist rule of law in China as the foundation, with all-round development of people and the fundamental interests of the people as the starting point and the foothold, with respect and protection of human rights as the fundamental purpose of the scientific system is the community The starting point and ultimate destination of the rule of law by law, the theoretical basis for the practice of socialist rule of law and the embodiment and application of the scientific concept of development in the legal field. This paper points out that people-oriented concept of the rule of law is different from the ancient people-based thought in our country. It is endowed with new connotation in the new era and will play a decisive role in building a harmonious society and promoting the building of a socialist legal system.
