党的十八届三中、四中全会吹响了深化改革、依法治国的号角。目前,《电力法》的修改已纳入立法规划,我国电力市场的改革也将在千呼万唤中提上议事日程。电力改革必须注重改革的系统性、整体性、协同性,统筹推进重要领域和关键环节改革。这就意味着未来的改革将是全面的、立体的、综合的改革。按照党的十八大要求,改革必须在法治的轨道内进行。针对《电力法》中有关电力市场法治制度的完善,我提出如下建议。关于电力市场立法的宏观思考
