随着城市的经济发展和社会的进步,城区及市郊建设规模不断扩大,居民人口逐年增多,规划布局进行新调整,需要有比较完善和实用的公共交通运输系统,为居民创造快捷和方便的出行条件。国际公共交通运输联盟根据世界一些主要城市在1995～2001年间公共交通运输系统建设发展和运输情况的统计资料,对城市居民流动性的增长变化与城市国民生产总值增长的关系,市政当局制订的运输政策对城市公共交通发展的影响,对公共交通运输系统建设和改造的投资,交通线路及相关设施布局与城市建筑物的相互协调,采用新技术发展城市(包括市郊)的快速、便捷运输,以及加强与主要城市的城间运输联系等诸多方面问题,进行了比较全面的分析研究,提出城市公共交通运输系统与城市未来发展规划实现一体化应当确立的基本理念,以及需要重视解决的问题。
