企业内部市场化管理体系是以向管理要效益为目的,以建立企业内部市场化的运行机制、建立健全内部市场化管理系统模块,以及规范内部市场化管理系统之间联动的质量管理等内容构成的管理体系。对于电力、水务等价格管制企业由于内部各经营主体价值衡量不明晰、价值创造驱动力不足等问题存在,实施内部市场化管理,激发企业经营活力显得更为迫切。本文拟探索了一条将管制企业经营与市场运营机制有机融合的新型管理体系,以对管制企业的可持续有所裨益。
