1998年初，舒兰市地税局调整个体业户纳税定额，吉舒镇吉舒大市场内百多位经营小百货的业户每户定额提高4－5元钱。一些业户在少数人挑唆下，到北京找到中央电视台《焦点访谈》、《东方时空》栏目上访，两个栏目因涉及税收问题，处理比较谨慎，直接将上访人介绍到国家税务总局
