2007年3月20日,湖北省财政厅正式下发文件,决定对省厅财政监督检查办事处实行垂直领导与管理,进一步完善了省级财政监督派出机构。2005年底,陕西省财政厅成立了副厅级建制的财政监督检查局,在1999年向56个贫困县派出财政监督员的基础上,成立了五个正处级驻市监督检查组……近年来,一些省结合本地区财政监督工作实际,积极探索建立和完善地方财政监督派出机构,这不仅充实了省本级财政监督队伍,而且加强了对市、县财政监督工作的指导,在监督检查各地执行国家财政政策、省级财政收支活动、专项资金使用情况等方面发挥了积极的作用。这些地方财政监督派出机构与我国在20世纪60到80年代各省设立的财政驻厂员有何区别?有何创新之处?未来走向如何?本期将对地方财政监督派出机构进行专题讨论与报道。
