近两年来，社会上对铁路出现的以权谋私问题特别是以车谋私问题反映较大，报纸、广播和电视也作了一些宣传和报导。铁道部对社会上有关方面的关注也作出了积极回答，主要从加强计划外车皮审批问题入手，制定措施，改进管理，堵塞漏洞，卡死可能出现的一些流弊问题的发生，努力做到让货主放心和满意。现就铁路月度货运计划的计划内和计划外的区分，计划外车皮产生的原因和铁路计划外车皮审批办法等问题进行一些说明，以期达到社会理解的目的。
In the past two years, there has been a lot of social resentment over the abuse of power in the railway industry, especially on cars. The newspapers, radio and television also made some publicity and reports. The Ministry of Railways also answered positively the concerns of relevant parties in the society. It mainly started with strengthening the examination and approval of unplanned wagons, formulating measures to improve the management, plugging loopholes, and some possible problems that may have stuck in the process of getting stuck, so as to make the owners Rest assured and satisfied. We hereby give some explanations on the planned and unplanned division of the monthly freight plan of the railway, the reasons for the unplanned wagons and the examination and approval measures for unplanned wagons on the railway so as to achieve the purpose of social understanding.
