信息管理阶段的电子政务并不能提高决策的质量,后者不仅取决于信息量,更取决于知识的储备。政府知识管理通过知识定位和知识表达,支持政府更加有效地运用知识。对知识的管理包括对显性和隐性知识资源的管理,分散在政府各项业务管理过程中,与业务过程不可分割。引入现代信息技术建立知识管理系统,有助于提高政府知识管理的效能,促进建立学习型、科学型、敏捷型和创新型的政府。
E-government in the information management phase can not improve the quality of decision-making. The latter depends not only on the amount of information, but also on the reserve of knowledge. Government knowledge management supports the government to use knowledge more effectively through knowledge positioning and knowledge expression. The management of knowledge includes the management of the explicit and tacit knowledge resources, which are scattered in the government business management process and are inseparable from the business process. The introduction of modern information technology to establish a knowledge management system will help improve the effectiveness of government knowledge management and promote the establishment of a learning, science, agile and innovative government.
