德国公务员培训制度在公务员管理机制运行中起着重要作用。公务人员录用、晋升、转任等,都要经过一定的培训。 培训任务由各行政管理学院(学校)承担。这种行政管理院校的培训融合在公务员整个管理之中:一方面,公务员进入政府机关前就受到系统的、严格的培训;另一方面,进入机关后要不断接受再培训,因而这种培训贯穿于整个行政工作过程,形成‘培训——就职——再培训——晋升’这样一个循环上升的体系。这一机制,能使公务员不断接受正规训练,不断提高自身素质,从而保证每个层次公务员队伍的不断优化。
