社会治安不仅是一个重大的社会问题,更是一个重大的政治问题,不仅关系人民群众的生命财产,而且关系社会的政治稳定。而我国的现实情况是农村人口众多,没有农村的社会治安稳定就没有国家的治安稳定,没有农村的长治久安就没有国家的长治久安。要从根本上解决农村的社会治安问题,仅仅依靠政法机关事后的打击是不可能的。打击只是治标,要治本,还必须从源头抓起,只有在农村建立和完善治安防范网络体系,才能预防和减少各类刑事、治安案件的发生,确保农村社会长治久安。

The reality in our country is that there are many rural population. Without the stability of social order in rural areas, there will be no security and stability in the country. There will be no long-term peace and stability in the country without long-term peace and stability in rural areas.
