社会公众参与是环境保护立法的重要环节,是环境保护立法立法科学性、民主性的根本保障。从法理基础层面,公民环境权是社会公众参与环境保护立法的权利基础,民主立法是社会公众参与环境保护立法的法治前提,国内外环保立法中的相关规定是社会公众参与环境保护立法的制度保障。要加强和完善聊城市环境保护立法中社会公众参与机制,应采取如下措施:建立有效的激励机制,提高社会公众参与环境保护立法的积极性与主动性;通过进一步拓宽信息公开渠道、扩大信息公开范围,完善环境保护立法信息公开制度;通过健全和完善环境保护立法社会公众参与相关制度,提升规范化、制度化水平。
