民主是新旧外交的分水岭。在以往的旧外交体制下,由于外交决策者是君主或者是只需要对君主负责,因而拥有更加广泛的自由,这便能激励外交精英运用高超的外交策略,实现一国更加长远的利益。在现今的民主体制下,虽然杜绝了外交政策的任意性,但是也使得决策者背上了民意的包袱,而一般民众缺乏对国际形势的精准认识,因而导致外交策略为了迎合民意而产生一定程度的平庸化。实际上,所有的问题归根结底是民主对外交决策者提出了更加严格的要求,要保持传统外交策略家对国家长远利益的追求外交战术,又要兼具教育说服民众的政治家风范。
Democracy is a watershed between old and new diplomacy. Under the old system of old diplomacy, because diplomatic policymakers are monarchs or need to be accountable only to the monarchy, they have a wider range of freedoms. It is imperative to maintain the diplomatic tactics of traditional diplomatic strategists for the long-term interests of the country and to combine politicians with education to persuade the public.
