From March 6 to March 10, 1992, under the auspices of the Ministry of Energy, a Review Conference for the Uniform Criteria for Structural Reliability Design of Water Conservancy and Hydropower Projects was held in Beijing. This “Unified Standard of Hydraulic Engineering” was based on probability theory. The limit state equation expressed by the partial factor is the basic method, and it is a fundamental change compared to the past decades of the fixed value method. It is a major change in the hydraulic design method. The leaders, experts, and representatives of 31 units from the Department of Energy, the Ministry of Water Resources, the Ministry of Construction, and the Ministry of Railways attended the meeting. Pan Jiaxuan, member of the Faculty of Education and chief engineer of the Ministry of Energy, presided over the meeting and delivered an important speech. He suggested that the methods used to design safety factors in the past were not precise enough and not reasonable enough. The static and fixed values were
