卫生立法是实现卫生与健康的关键。我国医疗卫生领域内诸多制度,在医药卫生体制改革中通过法律固定下来;同时,实践证明行之有效的经验和措施也需要及时上升为法律,以实现制度法律化和法律制度化。本文以“医疗卫生服务”“基本医疗(卫生)服务”“基本医疗卫生法”三个基本概念为出发点,在分析三者各自的含义及其相互之间的联系的基础上,为卫生立法提出立法建议。
Health legislation is the key to achieving health and wellness. Many systems in the field of medical and health care in our country are fixed by law in the medical and health system reform. At the same time, proven and effective experiences and measures also need to be promptly promoted to law in order to realize the legalization and institutionalization of the system.
