协商民主作为中国特色社会主义民主制度的重要组成部分,它的制度化与国家治理现代化是一种共生性的关系。协商民主制度化内涵着协商民主制度本身的建构和制度的认同两个维度,前者是协商民主制度化的首要枢机;后者是协商民主制度化的内在保障。针对协商民主存在的程序机制缺乏、制度权威性不足以及缺乏配套政治文化等问题,在协商民主制度化过程中既要进行党内协商、政治协商、行政协商和社会协商的程序性机制的建构,也要通过构建参与型政治文化、增强协商民主制度权威和发挥人、民政协的示范效应,加强协商民主制度的认同和内化,从而推动协商民主制度化发展,进一步推进国家治理能力和治理体系现代化。
As an important part of the socialist democracy with Chinese characteristics, consultative democracy is a symbiotic relationship between its institutionalization and the modernization of state governance. The deliberative democracy institutionalization connotes two dimensions: the construction of consultative democracy and the recognition of system. The former is the first cardinal to negotiate the democratization of democracy; the latter is the intrinsic guarantee of institutionalization of deliberative democracy. In view of the lack of procedures and mechanisms for deliberative democracy, the lack of institutional authority and lack of supporting political culture, it is necessary to establish the procedural mechanisms for intra-party consultation, political consultation, administrative consultation and social consultation in the process of deliberative democracy and institutionalization. But also strengthen the institutionalized development of consultative democracy by building a participatory political culture, strengthening the authority of consultative democracy and exerting the demonstration effect of people and CPPCC, and strengthening the recognition and internalization of consultative democracy so as to further promote the national governance capacity and governance system modernization.
