新形势下,军队基层管理须顺应国家和军队法治建设发展趋势,满足国防和军队改革对加强基层管理的迫切要求,关注基层官兵对维护正当权利的心理需求,进一步增强官兵凝聚力向心力,大力推进基层全面建设,夯实军队建设和发展的基础。本文提出了夯实基础、科学引领、完善运行、塑造氛围等具体的对策措施,探索了具有我军特色的基层管理法治建设之路。
Under the new situation, the military’s grassroots management must comply with the development trend of the rule of law in the state and the military, meet the urgent requirements of the national defense and army reforms for strengthening grassroots management, pay attention to the psychological needs of grass-roots officers and soldiers in safeguarding legitimate rights, further enhance the cohesion and solidarity of officers and men, We will comprehensively build and lay a solid foundation for army building and development. This article puts forward concrete countermeasures such as laying a solid foundation, leading science, perfecting the operation and shaping the atmosphere, and explores the road of building a grassroots-based management system with the characteristics of our army.
