从1995年1月1日《纺织品与服装贸易协定》开始执行起,中国就开始等待,等待10年后的同一天。因为从10年后的这一天开始,遭受最多国家设限、而且受限类别最多的中国纺织品出口将正式解除配额数量限制这一枷锁。2005年的脚步声越来越近,可是空气中却开始弥漫着一种复杂的气息。这种气息,是那些视中国纺织品为“眼中钉”的人们制造出来的,包括不愿看到自己国家的市场充斥着中国纺织品的美国、欧盟,也包括害怕被中国踢出国际市场的以纺织业为经济支柱的发展中国家……在配额寿终正寝的前夕,他们正在处心积虑对付中国纺织品:多国联合签署《伊斯坦布尔宣言》,以求打动世贸组织,延长取消配额的最后期限;毫无理由地准备对中国袜子实施特别保障措施;扬言取消中国纺织品进口理应享受的关税优惠;甚至威胁动用“社会条款”来阻挠中国纺织品出口。中国的纺织品为何会成为某些国家的“眼中钉”?因为我们有丰富的纺织品原料、低廉而充足的劳动力、娴熟的技术、世界上最完整的产业链和最高的加工配套水平。我们的纺织品出口以每年两位数的速度增长。我们产品的竞争力他国无可比拟。中国纺织品注定在纺织品配额时代结束后,遭遇各种贸易保护主义的责难。专家提醒,对付这种局面的良方是行业素质的提高与出口秩序的自我规范,同时,企业要重视将自身融入全球纺织品供应链。惟有如此,中国纺织行业才能在全球范围内走出一条康庄大道。

Experts advise that the best way to deal with this situation is to improve the quality of the industry and the export order of self-regulation, at the same time, enterprises should attach importance to their own integration into the global textile supply chain.
