国家确定在三年内全都放开统配煤矿的煤炭价格。逐步取消对统配煤矿的政策性补贴,要在三年内扭转全行业的亏损,把煤矿推向市场。然而由于长期计划经济模式的束缚,导致统配煤炭企业形成了层层吃“大锅饭”的现状,生产多少、运输多少、亏损指标给多少都是由国家统一计划和分配。企业内部单位之间“大锅饭”现象十分普遍,人、财、物,产供、销都是由矿务局统一管理,使企业内部二级单位只好依赖于矿务局,“等靠要”的思想非常严重,大小事情都找矿务
