中央经济工作会议提出,要“继续贯彻抓大放小的方针,高度重视发展小企业,为各种所有制的小企业特别是高新技术企业的成长创造必要的条件。”这是一个值得注意的重要政策导向。 从中央经济工作会议的精神看,将历来沿用的“中小企业”并列的提法,改为突出提出“小企业”的概念,在提法上的调整,更突出了问题的重要性。这将为国家研究、制定和执行有关小企业政策提供了依据。为什么要高度重视小企业发展?如何促使小企业健康发展?政府应为小企业发展做什么?成为近一段时间以来,国内研究机构、专家、经济界和国家主管部门关注的问题。 本文仍沿用“中小企业”的提法,意在促进小企业的大力发展,请读者明察。
