当前,全国水文改革发展及其现代化建设正处在一个关键时期。陕西水文事业,纵向比,发展较快;横向比,差距很大。面对发展压力大、改革任务重、建设投资少、机制不健全、存在困难多的现实,水文系统广大干部职工,必须充分认识水文工作的现状及其在防汛抗旱、水工程建设、水资源管理和水环境保护(即防水、治水、管水、保护水)中的重要基础地位与作用,坚持实现水情信息采集、传输、处理、预报、服务现代化的目标,加快水文信息化建设步伐,以水文信息化带动水文现代化,继而全面提升全省水文现代化水平,实现管理体制和运行模式的现代化。
