清乾隆三十三年(1768),爆发了一场震惊全国的特大经济贪污案件——两淮盐政提引征银案。此案简称两淮盐引案或两淮提引案。案件的制造者和主角为两淮盐政官员与盐商,相互勾结侵蚀鲸吞预提纲引余息银两,数额特别巨大,高达一千万两以上。该案的侦破和结案,高恒、普福、卢见曾等一批掌管盐务的贪渎高官被查处,受到严惩,其上级被问责撤职或降职,有关私通信息的官员被流放,涉案诸盐商被审讯后责令退赔。
Thirty-three years of Emperor Qianlong (1768), there was a case of major economic corruption that shocked the whole country. The case referred to the two Huai salt lead or two Huai mention case. The maker and protagonist of the case were officials of the Salt and Pepper Administration of the Huaihe River and salt merchants, which colluded with each other to draw attention to the remaining interest rates. The amount was particularly huge, reaching as high as 10 million taels. The case was solved and closed. Gao Heng, Pu Fu and Lu Jian had been punished by a number of corrupt senior officials who were in charge of salt operations. Their superiors were either dismissed or demoted on account of their accountability. Officials on private information were exiled Salt companies involved in the case were ordered to return after trial.
