“科技兴省(市)”发展战略是关于依靠科学技术进步,振兴省、市,促进科技、经济与社会协调发展的社会系统工程,其本身具有高度的科学性,它要求软科学研究要先行。本文就推动“科技兴省(市)”工作的关键之处,提出了用科学的思想、科学的精神、科学的态度和科学的方法推动“科技兴省(市)”工作是“科技兴省(市)”发展战略的核心的思想。进而又用“一曲和谐的大合唱”的生动比喻,将“科技兴省(市)”工作形象地纳入社会系统工程的协调发展的轨道之中。把发展科学技术和教育事业真正放在经济发展战略的首要位置并不是一件容易的事情,它受到各个方面的制约。近年来,科技工作越来越受到全社会的重视,目前全国几乎有一半的省提出了“科技兴省”的战略口号,而推动“科技兴省”工作最重要的是采取科学的态度,系统的方法和实事求是、脚踏实地的精神。
The strategy of “developing science and technology province (city)” is a social system project that relies on scientific and technological progress and revitalizes provincial and municipal governments to promote the coordinated development of science and technology, economy and society. This paper, based on the key point of promoting the province of science and technology (city), put forward that promoting science and technology province (city) with science thought, scientific spirit, scientific attitude and scientific method is the key point of “ (City) ”development strategy of the core ideas. Then, with the vivid analogy of “a harmonious chorus”, the image of “science and technology province (city)” was integrated into the track of coordinated development of social systems engineering. It is not an easy task to truly develop science, technology and education in the primary position of economic development strategy. It is subject to various constraints. In recent years, science and technology work has gained more and more attention from the whole society. At present, almost half of the provinces in the country have put forward the strategic slogan of “invigorating the province through science and technology”. The most important thing in promoting the development of science and technology is to adopt a scientific attitude and system The method and seek truth from facts, down to earth spirit.
