分析了东京、巴黎、伦敦、纽约等四个大型都市圈的轨道交通网络的投资建设与运营管理模式,归纳总结出七种企业组织模式;进而分析其移植到中国既有体制机制下可应用于市郊铁路参与都市圈轨道交通的企业组织模式及其优缺点。在此基础上,探讨各种模式的适应性,提出“公营”是其中的最有效模式。最后,以北京市市郊铁路S2线为研究案例,从线路改造、运营管理、运能分配等方面提出具体实施方案。
This paper analyzes the investment, construction and operation management modes of the rail transit network in four mega-metropolitan areas such as Tokyo, Paris, London and New York, and sums up seven kinds of enterprise organization modes. Furthermore, it analyzes that the transplanted into China’s existing institutional mechanisms can be applied to The Enterprise Organization Pattern of Suburban Railway Participating in Metropolitan Area Rail Transit and Its Advantages and Disadvantages. On this basis, explore the adaptability of various models, put forward “public ” is one of the most effective model. Finally, taking the S2 line of suburban railway in Beijing as a case study, this paper puts forward the concrete implementation scheme from the aspects of line transformation, operation and management, transportation capacity allocation and so on.
