宗教工作是一个涉及贯彻政策和依法行政,社会管理和公共服务,群众工作、统战工作和意识形态工作,正确处理人民内部矛盾和有效开展国际斗争,弘扬、培育民族精神和构建民族复兴的“文明依托”的系统工程。这就启示我们,在今天的条件下做宗教工作,就不仅仅是一个对宗教事务管理的问题;在今天的条件下做宗教工作,就一定要有“风物长宜放眼量”的宽广眼界,要有“懂全局、议大事、管本行”的崭新思路。何谓“全局”?一般来讲,全局由两个层面所构成:一个是世界大势,一个是国内形势。所谓“懂全局”,就是既要懂世界势,又要懂国内形势。从世界大势来看,我们要懂得:一个国家、一个民族的兴旺和强盛,不是经济繁荣,必有一定的文化、文明为依托。而宗教文化在构成这种文化、文明依托上,起过要的历史作用。从国内形势来看,我们要懂得:“抓住机遇发展自己”,其中还包括抓住当今世界“文明依托”错乱的契机,立足中国改革开放和现代化的实践,发扬中华文化的优良传统汲取世界各民族文化的长处,在内容和形式上积极创新,构建中华民族复兴的“文明依托”。何谓“大事”?当前我们面临的最大的事情,就是要构建和谐社会,全面建设小康社会,实现中华民族的伟大复兴。宗教工作者议大事,就是要议宗教工作如何为构建和谐社会尽职?
