在综合理解绿色、增长和高效的基础上,文章构建出中国地区工业绿色发展的度量指标,并在考虑到地方环境管制的空间影响条件下,采用1998~2012年中国省际工业部门的面板数据和空间杜宾模型来实证检验中国环境管制的效果。研究发现:(1)无论采用地理邻接、经济发展水平还是地理经济邻接的空间权重矩阵,整体而言中国环境管制对工业绿色发展均是显著有效的。(2)本地区的工业绿色发展可能会通过污染密集型产业的转移,对其他地区工业部门具有不利的空间影响。(3)总体而言,企业规模、工业资本密集度和工业创新研发有助于地区工业绿色发展,而产权结构和对外贸易起不利作用,外商直接投资的促进作用不显著。
Based on a comprehensive understanding of the green, growth and high efficiency, the article builds a measure of China’s industrial green development, and taking into account the spatial impact of local environmental regulation, using the panel data of China’s provincial industrial sector from 1998 to 2012 And space Dobbin model to test the effect of environmental regulation in China. The findings are as follows: (1) China’s environmental regulation as a whole is remarkably effective for industrial green development, irrespective of geographical proximity, level of economic development or spatial weighting matrix adjacent to geographical economy. (2) Industrial green development in the region may have unfavorable spatial impacts on industrial sectors in other regions through the transfer of pollution-intensive industries. (3) Generally speaking, the scale of enterprises, the intensity of industrial capital and the research and development of industrial innovation contribute to the green development of industries in the region. However, the property rights structure and foreign trade play a negative role, and the promotion effect of FDI is insignificant.
