The project supervision system is one of the four system reforms (project contract system, project bidding system, project legal person system and project supervision system) in China’s engineering construction. The four functions of project supervision are investment control, quality control, and period control. And contract management, where investment control is the primary task of engineering supervision. The investment control of the entire construction project includes five stages: investment decision-making, project design, project contracting, project construction and completion settlement. Among them, investment decision-making and engineering design belong to the early stage of project construction, and investment control of project supervision should be from the early stage.
