近日,国家风电信息管理中心风电产业信息统计显示,2012年全国风电发电量同比增长了41%,与此同时全国风电平均利用小时数比上年减少了30个小时。一方面我国风电装机在不断增加,发电量也在快速增长;另一方面,随之而来的产能过剩弃风问题更加严重,风电利用效率显著下降。风电这一新兴产业的发展似乎陷入了“怪圈”。如何客观看待风电发展情况?如何破解风电发展“困局”?
