面对迅速膨胀的新产业工人大规模进城,我们的社会管理部门有些措手不及,职能转变没有跟上,错位、越位、缺位的事情时常发生。有关部门对外来工群体重管理、轻服务,甚至作风粗暴简单,忽视这一群体的内在需求。东莞、厦门、晋江都是外来人口管理的先进城市,但这些地方的公安、劳动、计生等部门基本是各管一摊,基本目标也大都停留在“不要出事,将发案率降下来”。东莞市公安局流动人口
Faced with the rapid expansion of new industrial workers into the city on a large scale, our social management departments have been caught unprepared. Changes in the functions have not kept pace. Dislocation, offside and vacancies often occur. The relevant departments of foreign workers on the weight management, light service, and even simple and crude style of work, ignoring the inherent needs of this group. Dongguan, Xiamen and Jinjiang are both advanced cities for migrant population management. However, the public security, labor and family planning departments in these areas are basically in charge of each other. Most of the basic goals remain in the category of “Doing nothing and reducing the incidence of crimes”. Dongguan Public Security Bureau of floating population
