拉美一些国家的信息化早在进口替代工业化中后期就已经开始了,信息化进程主要包括推行“电子政府”计划,发展“电子教育”,开发高科技园,鼓励中小企业创新能力等。拉美各国的信息化模式千差万别,发展也不平衡,其中有巴西的“防守国家主义”道路,墨西哥硬件和软件兼顾的双重模式,优先发展软件出口业的智利模式,完全开放的哥斯达黎加模式,缓慢的阿根廷模式等。拉美各国的信息化进程大多仍然走的是“技术依赖”道路,除了巴西和古巴之外,拉美国家都没有打破技术依赖的明确计划。
Informationization in some Latin American countries has already started in the latter part of the process of import substitution and industrialization. The process of informationization mainly includes the implementation of the “e-government” plan, the development of “e-education”, the development of a high-tech park and the promotion of innovative capabilities of SMEs. Latin America and Latin American countries have different information models and unbalanced development. Among them are Brazil’s “defensive nationalism” model, the dual model of hardware and software in Mexico, the Chile model of software export priority, the fully open Costa Rica model, and the slow Argentina model and so on. Most of the informationization processes in Latin American countries still follow the path of “technological dependence”. There are no clear plans for the Latin American countries to break the technological dependence except Brazil and Cuba.
