计算机管理信息系统目前主要用于养老和医疗保险并兼顾其它项目。随着社会保险改革的深入发展,如何选择与确定操作与管理一种适合当地实际情况、能够安全方便地被广大参保者所使用的辅助信息载体——即社会保险卡,以提高与完善计算机管理系统的实用性,减少操作的复杂性,是目前社会保险行业都在探索的问题。本文拟结合大连市企业职工医疗保险计算机管理系统选择IC卡作为医疗保险卡(截至1997年底,已发放近22万张)这一应用实例,从选择与确定、操作与管理两方面阐述他们的实际作法与经验体会。
