2002年,全国各级安全生产监督管理部门和煤矿安全监察机构以邓小平理论和“三个代表”重要思想为指导,认真学习贯彻党中央、国务院关于安全生产的一系列重要指示和部署,学习宣传贯彻《安全生产法》,与时俱进,开拓创新,完善机制,深化五项安全生产专项整治,加强安全生产法制建设,提高执法水平,强化安全生产监管、监察工作,涌现出一批先进单位和先进个人。为了加强队伍建设,表彰先进,树立典型,国家安全生产监督管理局(国家煤矿安全监察局)决定命名冯广存等14名同志为模范安全生产监察员,北京市朝阳区安全生产委员会办公室等62个单位为2002年安全生产监督管理先进单位,王保树等91名同志为安全生产监督管理先进个人,邯郸煤矿安全监察办事处等25个单位为2002年煤矿安全监察先进办事处,于振旗等127名同志为优秀煤矿安全监察员。
