目前,卫生行政部门中传统的卫生监督运营机制难以适应社会需求,深圳市卫生行政部门利用现有的卫生监督资源摸索性地开展综合执法网格化管理,第一阶段全面覆盖的摸底调查基本完成,充分体现了调动人员积极性、建立卫生监督长效机制、完善激励机制以及绩效考核体系等优势。本文通过阐述,引发社会对卫生行政部门内外部存在的制约卫生监督运营机制因素的思考,期望为决策层在卫生监督部门改革中提供基本的理论依据。
At present, the traditional hygiene supervision and operation mechanism in the health administrative departments is difficult to meet the needs of the society. The health administrative departments in Shenzhen make use of the existing health supervision resources to conduct comprehensive management of the comprehensive law enforcement grid. The thorough investigation of the first phase basically completed Fully embodies the advantages of mobilizing staff enthusiasm, establishing a long-acting hygiene supervision mechanism, and improving the incentive mechanism and performance appraisal system. This article elaborates and arouses the community’s consideration of the factors that restrict the operation of health supervision system in the internal and external departments of health administration. It is hoped that this will provide the basic theoretical basis for decision-making in the reform of health supervision departments.
