地方教育行政体制的创建是清末新政中较有成效的一项改革举措。科举制度废除之后,为普及和推广初等教育,避免地方上的教育失序现象,学部在县一级设立劝学所作为督办地方学务的专门机构,并将地方教育研究团体统一改组为教育会以辅佐劝学所工作。在随后开展的各项具体学务活动实践中,劝学所和教育会彼此权限分工更趋明确。1909年,学部对原劝学所章程进行修订,并在府一级设置劝学所,以此为标志,中国地方教育行政体制得以基本确立。
