日渐突出的农民健康问题严重影响了农村经济发展和社会稳定,制约了农民脱贫致富奔小康目标的实现。经过不断探索和试点,党和政府提出了建立新型农村合作医疗制度,得到了政策的大力支持,取得了一系列的成果。主要体现在保障农民权益、改善农村干群关系上。随着这一制度的深入推进,农村干群关系之间也出现了一些新情况新问题,需要不断找出原因促进制度的顺利实施。 The increasingly outstanding peasant health problem has seriously affected the rural economic development and social stability, and has restricted the peasants’ attainment of the goal of getting rid of poverty and going well. After continuous exploration and pilot projects, the party and the government proposed the establishment of a new system of rural cooperative medical care and obtained strong support from the policy and achieved a series of achievements.
