1 前言我国严重缺水的城市有110多座,大多数分布在北方干旱、半干旱、半湿润气候区,区内降水量年内、年际变化很大,平原区无建库条件的河流,洪水或上游水库弃水难以被开发利用。因此,解决北方缺水城市生活和工业以及环境用水,除了节约用水和新建调水工程外,在平原区含水层厚的河段建坝拦蓄雨、洪和上游水库弃水,促进地表水、地下水转化,提高本区水资源利用率,是缓解中近期供需矛盾的重要途径。
