发展以最大程度消除灾害风险为前提的山地灾害风险防控扶贫模式,对全面实现西南山区精准扶贫战略目标意义重大。本文在分析山地灾害对精准扶贫的影响及面临的主要问题的基础上,提出构建山地灾害风险防控与扶贫保障体系的主要措施,包括统筹山地灾害风险管理与扶贫开发规划、科学开展山地灾害风险评估、采取多种手段加强山地灾害综合治理、构建山地灾害风险防控监测预警机制、全面推动贫困人口防灾减灾。
The development of mountain disaster risk prevention and control model that takes the disaster risk as the premise to reduce poverty is of great significance to the full realization of the target of precise poverty alleviation strategy in Southwest mountainous area. Based on the analysis of the impact of mountainous disasters on poverty alleviation and its main problems, this paper puts forward the main measures to build a mountain disaster risk prevention and control and poverty alleviation system. It includes the overall planning of mountain disaster risk management and poverty alleviation and development planning and the scientific implementation of mountain disaster risk Assess and adopt various measures to strengthen the integrated management of mountainous areas and establish a monitoring and early warning mechanism for prevention and control of mountainous disaster risks so as to comprehensively promote disaster prevention and mitigation for the poor.
