我国体育彩票从1994年发行以来,风风雨雨二十年。20年来,一共发行超过7000亿元,筹集体彩公益金超过2000亿元,为我国社会公益事业和体育事业的发展发挥了积极而重要的作用。但我国至今没有统一的法律来规范彩票的发行和运作,本文通过分析我国体育彩票立法现状及问题,探讨完善我国体育彩票法律规制的对策,以促进我国体育彩票的法律制度建设。
Sports lottery in China since its issuance in 1994, ups and downs for 20 years. Over the past 20 years, a total of more than 700 billion yuan has been issued and more than 200 billion yuan of sports lottery fund has been raised. This has played an active and important role in the development of social welfare undertakings and sports undertakings in our country. However, there is no unified law in our country to regulate the issue and operation of lottery tickets. This article analyzes the current situation and problems of sports lottery legislation in our country, and discusses how to improve the legal regulation of sports lottery in China so as to promote the legal system of sports lottery in China.
