经国务院批准,机关、事业单位工作人员正常晋升工资档次从1995年10月1日起实施。为积极稳妥地做好这项工作,现将《机关、事业单位工作人员正常晋升工资档次办法》印发给你们,请按照执行。正常晋升工资档次制度是1993年机关、事业单位工资制度改革建立的一项重要制度,实施这项制度,对保证机关、事业单位新工资制度的有效运转,具有十分重要的意义。机关、事业单位工作人员正常晋升工资档次,要在严格考核的基础上进行。各地区、各部门要加强领导,认真做好考核工作,严格按照本《通知》规定晋升工资档次。凡以往做法与本《通知》规定不一致的,以本《通知》为准。根据国务院的决定,机关、事业单位年终一次性奖金1995年继续暂停发放。各地区、各部门要从大局出发,认真做好机关、事业单位工作人员的思想政治工作。要坚决维护国家工资政策的严肃性,不得变相发放奖
