胡锦涛总书记在全党深入学习实践科学发展观活动总结大会上讲话指出:“要坚持按照建设马克思主义学习型政党的要求,完善学习制度,丰富学习内容,创新学习方法,努力把各级党组织建设成为学习型党组织、把各级领导班子建设成为学习型领导班子。”建设学习型政党是党的建设理论的一个重大发展与创新,是加强和改进党的建设的新举措,对于完成中国特色社会主义伟大事业和党的建设新的伟大工程都具有重大的现实意义和深远的历史意义。各级党组织是党的有机组成部分,建设学习型政党必须以建设学习型党组织为基础。当前,要抓住新一轮大规模培训轮训党员干部的契机,通过创新各种机制扎实推进学习型党组织建设。
