Throughout world history there were both successful and unsuccessful experiences in the rise of major powers.To realize strategic rise,a political power must have as a strategic support a relatively reliable surrounding belt.Through an analysis of four important cases,this historical experience can be elevated to a consensus in the theory of international politics,specifically relevant for China at this moment in time. The United States is a hugely successful superpower that has grown up significantly aided by its strategic surrounding belt,Canada to the north and Mexico to the south.The adjacent nations historically have served as buffers,sources of growth,and a platform and channel for the U.S.to communicate globally.One could easily argue that all of North and South America was its strategic peripheral belt as the U.S.rose.
